Scope this model course is intended to provide the knowledge required for seafarers with designated security duties in connection with a Ship Security Plan (SSP) to perform their duties in accordance with the requirements of Chapter XI-2 of SOLAS 74 as amended, the ISPS Code, and section A-VI/6 of the STCW Code, as amended.

Security related familiarisation training must be delivered by the SSO (Ship Security Officer), or other equally qualified person, to all persons employed or engaged in any capacity on ships which are required to comply with the provisions of the ISPS Code, prior to them being assigned shipboard duties. This instruction should emphasise ship specific security issues and provide guidance for the seafarer to at least be able to:

• report a security incident, including a piracy or armed robbery threat or attack;

• know the procedures to follow when they recognise a security threat; and

• take part in security-related emergency and contingency procedures.

Documentary evidence must be retained by the ship to show that this training has been completed. There is no objection to this training being subsumed into the ship’s safety familiarisation training and to use its existing method of recording the delivery of this training.

 

This course aims to meet the mandatory minimum standards of competence in personal safety and social responsibilities in accordance with section A-VI/6 of the STCW Code, as amended.

 

Those who successfully complete the course should be able to demonstrate sufficient knowledge to undertake the duties assigned under the SSP. This knowledge shall include, but is not limited to:

1. knowledge of current security threats and patterns;

2. recognition and detection of weapons, dangerous substances and devices;

3. recognition, on a non-discriminatory basis, of characteristics and behavioural patterns of persons who are likely to threaten security;

4. techniques used to circumvent security measures;

5. crowd management and control techniques;

6. security related communications;

7. knowledge of emergency procedures and contingency plans;

8. operation of security equipment and systems;

9. testing, calibration and at-sea maintenance of security equipment and systems;

10. inspection, control, and monitoring techniques; and

11. methods of physical searches of persons, personal effects, baggage, cargo, and ship stores.

 

The course consists of theoretical and practical training. The main form of theoretical training is lectures. The main form of practical training is the development of practical skills on models / equipment / simulators.

 

The theoretical material is presented clearly, precisely and accessible at a pace that allows for note-taking. When conducting classes, the instructor must demonstrate tact and respect for the students, the ability to relieve tension and fatigue of the audience, restraint in the discussion and answers to trainees' questions.

Lectures should be accompanied by demonstrations of visuals related to the issues being studied: models, layouts, natural samples, posters, photographs, etc. When using audio and video equipment, multimedia projectors, materials must be placed in the correct sequence.

To practical skills, equipment is used that models and simulates processes that may occur on a ship in the event of an emergency.
