The mooring and unmooring of vessels are potentially a hazardous operation. It is also an operation, which demands a high degree of teamwork. To be both efficient and safe, all involved must be properly trained and equipped, and must have a clear understanding of the contribution made by others, as well as their own role and responsibilities.

All those with a responsibility for personnel or equipment involved in the mooring of vessels have a duty to ensure that safe working practices are followed, and that associated equipment is fit for purpose. They should also ensure that those involved are properly trained. Thus, a vessel Master remains responsible not only for the safety of his crew onboard, but also when they are working at his direction in mooring operations. He is also responsible for the provision of their Personnel Protective Equipment (PPE).

This program describes established good practice for the safe and efficient mooring and unmooring of vessels. Accordingly, it has been given wide circulation in anticipation that all concerned will wish to contribute to the achievement of safety by complying with its provisions and included four parts (A-D).

Part A provides the framework for the course with its aims and objectives and notes on the suggested teaching facilities and equipment.

Part B provides an outline of lectures, demonstrations and exercises for the course. No detailed timetable is suggested. From the teaching and learning point of view, it is more important that the trainee achieves the minimum standard of competence defined in the STCW Code than that a strict timetable is followed. Depending on their experience and ability, some trainees will naturally take longer to become proficient in some topics than in others.

Part C provides the Detailed Teaching Syllabus. This is based on the combined, theoretical and practical knowledge specified in the STCW Code.

Part D provides the Instructor Manual, which contains guidance notes for the Instructor and additional explanations.

 

The objective for the program and methodical recommendation is to ensure that all assessed risks are effectively managed through the design and operation of the mooring system. Its aim is to ensure that during mooring operations, no harm comes to the ship’s crew or terminal staff, no damage is caused to the ship or terminal/facility it is interfacing with and that the mooring system meets any applicable regulations, codes and recommended practices. Ship operators and ship builders should collaborate from the earliest stage in the ship’s design to ensure risks are reduced through mooring design and risk reviews.

A mooring executive will be appointed by the ship and port for safe mooring and unmooring operation of ships at terminals including offshore terminals, Ship to Ship (STS) operation and buoy moorings. Their job responsibilities include the following:

  • Supervision of mooring & unmooring operations;
  • Coordinate mooring gangs on ship and ashore;
  • Communicate with pilot and ship’s officers for smooth berthing & un-berthing operations;
  • Briefing ship & shore mooring gangs about the mooring plan and sequence of operation;
  • Ensure mooring operations are completed as per agreed plan;
  • Ensuring correct positioning of the vessel;
  • Inspection & maintenance of mooring equipments ashore and on ship. Report damages , if any, after inspection;
  • Ensure safety of all shore & ship personnel involved in mooring operations;
  • Ensure compliance with ship & port & terminal requirements during mooring.

This model course comprises one function at the support level. On successful completion of the training and assessment trainees should be competent to carry out safely the duties of ratings as able seafarer deck.
