The purpose of this course is to provide knowledge and guidance to those who may be designated to perform the duties and responsibilities of a ship’s officer on board merchant ships.
This course is primarily intended for any person conducting in-service assessment of competence of a seafarer on board. These would usually comprise senior shipboard officers (management level) but may also be suitable for shipboard personnel at operational level or experienced shore-based instructors with sufficient on-board expertise.
The course aims to provide knowledge & understanding of behavior-based approach & techniques on safety-related policies, procedures, and tasks on workplace setting directed to maritime industry.
This course is designed to meet the requirements of STCW section A-II/1 of Chapter II and A-III/1and 6of Chapter III. It is based on the guidelines of IMO Model Course 1.38 and is closely connected to ISM Code. It is designed for officers and officers in charge of a navigational or an engineering watch.
After successful completion of the course the trainees will be able to demonstrate knowledge and understanding of the importance of preventing pollution to the marine environment, including:
- concept of sustainable shipping; complexity and diversity of the marine environment;
- impact of shipping to that environment;
- role of regulations, procedures and technical installations for protecting the environment;
- environmental awareness and personal responsibility and role of human element in preventing pollution, proactive measures.
Trainees will be competent to demonstrate the intention to fully observe procedures for monitoring ship-board operations and ensure compliance with requirements for environmental protection and act to ensure that the positive environmental reputation of shipping is maintained.
The course consists of theoretical and practical training. The main form of theoretical training is lectures. The main form of practical training is the development of practical skills on models / equipment / simulators.
The theoretical material is presented clearly, precisely and accessible at a pace that allows for note-taking. When conducting classes, the instructor must demonstrate tact and respect for the students, the ability to relieve tension and fatigue of the audience, restraint in the discussion and answers to trainees' questions.
Lectures should be accompanied by demonstrations of visuals related to the issues being studied: models, layouts, natural samples, posters, photographs, etc. When using audio and video equipment, multimedia projectors, materials must be placed in the correct sequence.
At the beginning of the course, the content of the educational material, the purpose of studying and practical application is briefly announced. At each lesson, a clear motivation and goal setting is provided to activate the cognitive activity of students. During the detailed presentation of theoretical material, practical examples are provided and practiced, problem situations are modeled and considered, and discussion issues are considered to activate trainees' cognitive activity and establish feedback. At the end of the lesson, it is necessary to summarize and consolidate the training material and find out the degree of its assimilation by the trainees.
There are no specific entry standards for the training in this course. The training is mandatory for all prospective seafarers, who should complete this basic training before being assigned to any shipboard duties.
The educational qualification level of the course participant must correspond to the level of a working diploma (certificate) in accordance with the STCW Regulations on the awarding of ranks to officers.
Diploma holders in the field of ship officer are admitted to the training program for seafarers and mechanics with at least 6 months of practical experience in keeping watch on the bridge and in the engine room as a watch assistant to the captain and watch mechanic.
Each candidate for the certificate must provide evidence that he or she has achieved the required standard of competence in accordance with the methods of demonstrating competence and the criteria for assessing competence.
